A.   Policy Changes
  1. You may have noticed that invoices state that payment is due for hanger rental and what services you have are due (5) days after they arrive in the mail and the majority of those invoices are paid on time. Some, however, are not. So we must change. Beginning October 1, 2004, the following changes will occur.
    a) Hanger rental/service invoices will no longer be grouped together. Hanger rental invoices will be sent out and are payable 5 days after receipt.
    b) All service invoices are now due at the time of completion.
    c) All special order parts other than normal stocked items, i.e. oil, oil filters, air filters, tires, brake pads and miscellaneous hardware will be paid for before in advance.
For the most part these parts are of higher costs and we simply cannot afford to finance those for in some cases over 120 days before payment is rendered, when we must pay for those parts at the time they are ordered. We understand the inconvenience to our customers but please understand our side. Because of that this may prolong some inspection times.
B.   Security Changes
  1. Recently the FAA announced a relaxation of their security to a point, but the office of Homeland Security is taking up what the FAA has left behind. We also have another entity to help us. We do not know exactly what this new organization will require but we know that the following will be ?suggested without fail.
    a) Passes must be displayed for any vehicle in hanger areas. Those must be issued by the Airport authority and approved by the Airport and must be the original pass issued. No copies.
    b) Contact numbers for all owners/operators of any aircraft based at C89.
    c) Issuance of prolonged temporary passes is not longer allowed. Delivery vehicles must be approved by the Airport and only during normal business hours and for a date pre-arranged by the delivery agency and the Airport. The license number of any vehicle, not showing or holding a pass issued by the airport and for that day, will be given to the FAA, FBT, OSI or any other authority deemed responsible by Homeland Security for investigation and background checks. The cost of such investigation will be incurred by the errant party. Word has it that if you run afoul with their unwritten ?suggestion? fine by the body could and shall be imposed. Again these are unwritten suggestions. We know from experience that people have been sent to check out security protocol and that this will happen again.

The Airport is charged primarily with this responsibility so here is our position:

      1) Everyone that rents a hanger has been issued (2) two passes, one for owner and one for a visitor. These passes must be displayed on any owners vehicle or visitor vehicle in that owner?s hanger area. This pass must be the original pass issued by the airport. Copies will no longer be allowed under any circumstances. If you have lost your pass, a new pass will be issued for $10.00. If you need a temporary (business hours only) for delivery you must contact the Airport by phone or message 24 hours in advance or in person during normal business hours for that day. Normal business hours are Monday through Friday, 8:00 a.m. to 4:00 p.m.
      2) Anyone who is non-compliant with this policy will be warned once. Further violations to Airport policy will be reported to overseeing bodies for violation and will be treated as such bodies may deem or the Airport may deem needed to facilitate compliance.
C.   Reasons for Policy changes in Relation to Airport Security Changes
  1. We issue passes so that you, the renter and aircraft owner know that we are concerned and mindful of your investment. If you see a vehicle near your area and it has an airport pass you should feel confident that that individual should be there. If you have doubts, contact us for clarification or investigation. Also know you neighbor for your own peace of mind.
  2. We have had visitors (non FAA types) that come on the Airport at night and in daylight that are sometimes questionable. While more night than day these situations require diligence on all our parts. Fuel has been removed from aircraft as well as construction supplies. We do not want to see other things. Lock your doors when you fly. Secure them when you?re home.
  3. Airport personnel will also be required to have and display passes if they are parked in any area other than the common areas (visitor parking). This does not but may include snow removal equipment and lease holders. Even if you know my ugly face, or Luke?s ugly face, or Rob?s uglier face this is for your peace of mind. Understand that we, the Airport and its staff are committed to your aircraft and hanger security. We cannot do it alone.


So much for the hard line stuff and we will be hard line about the above.

D.   Let's talk about a couple other things before I put you to sleep.
  1. Winter flying will soon be upon us. So make sure you and your aircraft are ready. Pre-heaters are available for those who want it at a cost of $10.00 per preheat. (no price in grease). Pre-heaters will be available, again, during normal business hours and by Saturday appointment and on special occasions Sunday. Once snow falls (plowable) the grass strip will be closed.
  2. All rental aircraft available from the Airport are going to be moved into hangers to help our renters and students. They will be hangered until either the winter ends or the hangers are rented.
